Technically, it's not the official release, but the beta release, so you can't exactly call it "new" yet because the doc is not officially released.

.... I'd call it a "beta" release, like they did in their post saying it was NOT complete yet, but they were excited to show off what they had been working on thus far. Remember, these guys are not tho original creators of the .chm.

+1 That answers it. 
I call it a pre-release. I don't see why you can't call them new. Even if it wasn't released yet, it would still be the new documentation. You can call it whatever you like anyways, what matters is that it's there for people to use.
